Youth and the Federal Budget


The Federal governments’ latest budget is aimed at reducing Greenhouse Gases, GHGs, by at least 36% by 2030. They are relying on “private markets to develop and shift in the direction.” Private markets? Where does that leave our youth? Where does that leave a young family trying to start out? Clearly the government “consulted” with their big business friends on this one. Did they consult with youth? With racialized people? Of course not. They know full well that their approach will leave our youth and disenfranchised carrying the burden of the costs.


Why? Well for starters it is too little, too late. The climate is changing - now. Our youth want to see their parents doing something about it - now. Secondly, the Liberals’ past record is abysmal. According to the Climate Action Tracker, Canada’s record to date is “insufficient.” Youth hear that Canada will “be in the vanguard” but don’t see any real change, or anyone really listening to them.

Andrea Horwath and the Ontario NDP are committed to reducing Ontario’s GHG emissions by at least 50% below 2005 levels by 2030 and achieving net-zero emissions by 2050. We are committed to ensuring that the transition to a net-zero economy is equitable and just. Everyone should be able to share in the opportunity and prosperity it brings. We won’t leave any community, industry or group behind. Especially those who have been excluded, and continue to be excluded, from participating fully in our economy and society — such as racialized people, women and young people.

A New Democrat federal government will declare a climate emergency and put in place ambitious, science-based greenhouse gas reductions targets that will help stabilize the global temperature rise to 1.5 degrees Celsius. We’ll put these targets in legislation and ensure accountability by creating an independent Climate Accountability Office to do regular audits of progress towards our climate goals.

Tax Avoidance

65 years ago Canadian corporations collectively paid about the same amount of tax as private Canadians. Today private citizens collectively pay 3 times as much as Canadian corporations. “In an average year, the 102 biggest companies in Canada pay $10.5 billion less than they would if they paid tax at the official corporate tax rate.” - Toronto Star. But when Revenue Canada tries to recoup 4.4 billion due to offshore tax evasion they can expect to get, maybe half. - National Post Groups like Taxfairness have plenty of straight forward ideas to turn this around. Like a financial activities tax: “Canada’s biggest banks and insurance companies remained profitable through the financial crisis and topped the list of large corporations making higher profits than usual during the pandemic. A Financial Activities Tax could also help cool the over-heating asset market, including housing. UNDRIP

This weekend the Globe and Mail reported that several provincial governments want more time to examine the legislation that would apply the principles of UNDRIP (the UN Declaration of the Rights of Indigenous Peoples). With this bill in place UNDRIP principles would interpret existing laws while helping to shape any future law making. The legislation is built on NDP MP Romeo Sagansh’s private members bill that passed third reading then died when the 2019 election was called. The list of detractors, Ontario, Manitoba, Alberta etc. reads like a list of Conservative Provincial governments in Canada. They want more time for discussions with their “ industry stakeholders and Indigenous communities.” Notice how they put “industry stakeholders” before “Indigenous Peoples”? Of course PC governments want more time to figure out how to prevent a bill that might endanger their unfettered access to natural resources on treaty lands.
